Righteous Protector ICD - Bar

Simple bar to track the one second internal cooldown of Righteous Protector for protection paladins. Sentinel/Avenging Wrath needs to be on cooldown for it to work right now and I don't think I can expand that to Guardian of Ancient Kings without issues. Currently free spenders like Shining Light, Divine Purpose and Bastion of Light ignores the ICD so you don't want to SotR/Wog for 3 holy power at all while the Weakaura is active. You can however send free spenders when the bar is active. Feel free to change width, color, height and position in the Display tab. Ty Buds and phoenix7700 in Weakaura discord for the help
