voz' Stasis (Preservation Evoker)

Preservation Evoker Stasis locked spells tracker. Fixed for The War Within / TWW. I main Evoker (not anymore) and made a WA for my own usage but decided to share it with everyone. I will update it if any issues will appear as I play more. This is a part from my full class/spec WA (that isn't available publicly because my class WA "design" is unique and most players will not like that, I think). Thanks to Sohka for the WA that this is heavily based on. I fixed some major bugs like Hover completely breaking it. Feel free to join my Discord server.
